Dear Amanda:
This might not sound super fun but sometimes YOU will have to be the one to plan things or suggest them. Try suggesting a dinner date at a restaurant you know you both love. Then once you are there be sure to repeatedly bring up how excited you are and how happy it makes you that you guys are on a date. When he's getting positive praise and reinforcement, he'll be more likely to repeat that behavior in the future.
