I have seen lots of sweater skirts out lately. Are they in style and what kind of top would pair well with them? Could you wear a sweater top with them?

I'm assuming you mean tweed. Tweed is nice because it has a texture and it also appears to be a unique pattern with at least two different colors. Tweed skirts look nice with a cardigan and a blouse, finished off with a pair of tights and boots or boots. I love a unique patterned skirt because you can just wear a solid, plain color on top.
