Obviously you need to have a basic idea of who is on your list and what to get them. So be sure to get everything written out. You can decide on budget amounts a little later.
Save Money
Well, it may be too late to start this now but for next year - have a holiday fund. I save money during the year, putting some aside from each paycheck so that by the end of the year (which is when the most money is spent on gifts) I don't have to stress about spending so much. The money already exists and is set aside for that reason. This also helps with budgeting then because I can still stick to limits of how much to spend per person.
Shop by a Budget
Don't just shop by what gift you want for people. You need to prioritize the money. So set a spending limit for each person or each occasion and commit to it. You'd be surprised how creative you can be to stay within that budget.
Get Creative or Stay Practical
Sometimes the best gifts are exactly what someone wants, even if it seems practical and boring. If they want a gift card - give them that, rather than trying to pick items they may want. If you have someone difficult to shop for, try getting crafty and creative. I have a friend that gets furniture off the side of the road like end tables, etc. and repaints them to fit her family members' decor in their home and that's what her gifts to them are. She only has to spend money on the paint and time on the project.
